Legislation dubbed Vasean's Law, after Queens boy Vasean Alleyne, 11, who was killed by an allegedly drunken driver in October, is poised now to pass in the Assembly. The state Senate already has approved the measure, and Gov. Pataki has said he'll sign it as soon as it hits his desk. Lawmakers have been prodded by the tireless efforts of Vasean's mother, Monique Dixon, and Diana Reyes, the mother of a boy who was playing with Vasean when he was killed. The law would mean prison time for drivers who seriously injure or kill others if they are boozed up behind the wheel. "I am convinced this will really make a difference by letting drunk drivers know that now we have a real penalty and they will get justice," Dixon said in an interview last night. A drumbeat of news stories and editorials in the Daily News focusing on DWI-related fatalities, she said, helped to propel the legislation in a town noted for gridlock.
